No. You (or your client) keep the AWS account and SES bill. EonMailer is the agency operations layer that connects to that account.

Can I use one SES account for many clients?

Technically possible, but we recommend one provider connection per client workspace so reputation and billing stay clean. Most agencies use a dedicated AWS account or IAM scope per brand.

What if the client is still in the SES sandbox?

EonMailer surfaces sandbox limits during validate/connect. You can still set up DNS and verified identities; production sending waits on AWS approval.
